PhilGEPS is the Philippine Government Electronic Procurement System. Registering here lets your business see and join government bidding opportunities. The process has two main stages:

  • Red Membership — free, lets you view opportunities and download bid documents.
  • Platinum Membership — paid, required to actually participate and submit bids.

Register for Red Membership (Free)

Create your merchant account

  • Go to the official PhilGEPS website.
  • Select "Merchant Registration" and choose the appropriate business type.
  • Fill in your basic business details and contact information.

Upload required documents

Typical documents include:

  • TIN (Taxpayer Identification Number)
  • Business registration certificate from:
    • DTI — for sole proprietorships
    • SEC — for corporations and partnerships
    • CDA — for cooperatives

After submitting, verify your email and complete any confirmation steps shown. Approval for Red Membership usually takes within around 24 business hours (subject to PhilGEPS processing times).

Apply for Platinum Membership

Once your Red Membership is approved, log in and proceed to Platinum Membership, which is required to actively join and submit bids.

Complete the Platinum application

  • Log in to your PhilGEPS merchant account.
  • Go to the Platinum Membership section.
  • Fill out the required profile and company information fields.
  • Upload additional documents such as:
  • Latest audited financial statements.
  • Tax clearance from BIR.
  • Other business permits and registrations requested by PhilGEPS.

Pay the membership fee

As of the details provided, the annual Platinum membership fee is approximately:

  • ₱5,030 total — composed of ₱5,000 membership fee + ₱30 Documentary Stamp Tax.

Payments are typically accepted via LandBank branches or online LandBank payment portals. Always check the latest payment instructions on the PhilGEPS website.

After submitting your application and proof of payment, final approval for Platinum Membership can take up to around 7 business days. Once approved, you will receive a PhilGEPS Certificate of Registration, which is required when bidding on government contracts.
